Significance of output:

<02>This paper is the first publication of a systematic evaluation of metrics for the efficient distribution of client workload over a server cluster. It proposes a new load metric which has significant advantages compared with the alternative metrics currently in common use (which do not correlate well with actual service runtimes, resulting in under-utilized or overloaded nodes).

The work reported is currently being used in an ongoing collaborative research project with the University of Sao Paulo (Brazil) to provide improved load balancing on server systems.

The results reported have been rigorously evaluated using a wide range of possible loading scenarios.
